Description:
Expression of Interest are invited for Technical Advisory for Catalyzing Economic Recovery and Building Livable Cities Without Slums through Urban Regeneration. The World Bank is requesting an EOI from qualified firms to develop an Urban Regeneration Strategy report to identify urban regeneration opportunities in Central and Western Java regions of Indonesia. The report will identify gaps in infrastructure and service delivery and outline opportunities to increase regions competitiveness through urban regeneration opportunities that include: strategic planning, slum upgradation, public space provision, improved transit planning, and envisioning a climate resilient future. A set of near-term strategies (quick wins) and long-term strategies will be identified that align with existing initiatives and investments outlined in RPJMN 2020-2024. A high level conceptualization of urban regeneration has been developed by the World Bank in collaboration with the Government of Indonesia. The aim of this task will be to develop scenarios for how the concept can be implemented in select sites, cities and corridors, including economic and financial benefits of the approach, feasibility, etc. The analyses will be conducted at two levels: At the Local Scale, the consultant will conduct site level analysis and identify potential for urban regeneration opportunities that demonstrate improvements to baseline conditions. Bandung City will be included as a pilot city, among others such as Semarang, Solo, Surabaya, wherein a deep analysis of candidate urban regeneration sites will be conducted. At the Regional Scale, the consultant will study existing initiatives and synthesize a list of potential projects. Candidate corridors include, among others, Joglosemar Region (Jogjakarta, Solo, and Semarang) triangle, Rebana Region (Cirebon, Patimban, Kertajati) and East Java Region (Surabaya, Malang Banyuwangi).
