  • Tenders are invited for Consulting Service for Capacity Building and Training for Policymakers and Practitioners Title: Consulting Service for Capacity Building and Training for Policymakers and Practitioners in Mongolia; Indonesia; Philippines and VietnamI. BACKGROUND The COVID-19 pandemic has reinforced the need to accelerate the digitalization agenda in education and skills development. This rapid digital transformation requires a solid foundation of digital infrastructure; platforms; and policies in education; as well as digital skills for students; teachers; administrators; and policymakers. Digital skills of the workforce were predicted to be a major driver of productivity growth for the digital economy and were essential for governments in mitigating COVID-19's impact. Digital skills have a broad spectrum; from foundational to advanced; and they are continuously being updated in line with technological development. There are three broad categories of digital skills : (1) Basic digital skills or foundational skills; (2) Intermediate skills; and (3) Advanced skills for ICT professionals. This PASA mostly focuses on strengthening the basic and intermediate digital skills of all citizens through formal education and short-term training. Most EAP countries have been prioritizing digital transformation and skills in their national development agenda; but there are significant digital skills gaps. As the first regional study on digital skills; the joint WB-s Education and Digital Development team tried to illustrate the state of EAP digital skills landscape through a regional study supported by a Korea Office analytical work entitled Strengthening Digital Skills in EAP. The team designed an analytical framework of three dimensions of policy; infrastructure and programs to illustrate the evolution and status of digital skills development in selected 6 countries (Figure 1). Six country reports and regional summary were produced based on this framework in 2022; which lay a foundation for further in-depth research; policy dialogue; knowledge sharing and cooperation in the EAP region.Based on these reports; the Bank team will hire an experienced Korea institution to design and deliver a training program for policymakers and practitioners from selected four EAP countries. This is because Korea-s education and training system timely responded to COVID-19 and sustained effectively teaching and learning and skills development by digital skills and EdTech.
