Request for Information for Financial Consultant for the Batam-Bintan Bridge Project The objective of the assignment is to assess the financial feasibility of the PPP segment of the Batam-Bintan Bridge Project. Specific responsibilities include, but are not limited to, conducting sensitivity and scenario analyses, in order to achieve an optimum business plan in the Final Business Case stage. b. Review and generate a financial model that includes projected capital expenditure, revenues, operating costs, financial plan (equity and debt) to calculate financial feasibility and bankability parameter of Batam-Bintan Bridge Project by fulfilling the minimum conditions as follows: 1) Modeling General Requirement: a) The updated Model needs the flexibility to accommodate several scenarios and for sensitivity analysis (use of flags or time counter). b) Logical integrity, internal consistency and the arithmetical accuracy of the formula, calculations and algorithms applied within the Model. c) A user guide sheet as well as “check” sheet. d) Macro tool to optimize the scenario and sensitivity analysis. e) The model will allow multiple currencies in IDR and USD. f) Time granularity: quarterly and annual timeframe. g) A Model Operating Manual outlining the operation of the Model. h) Maintain a logbook sheet to keep tracking the changes. 2) Financial Model content includes, but not limited to: a) Summary. Develop a ‘cockpit- with flexibility and graphics - Uses and sources - Key covenants - Project Timetable - Graphic: Debt service, DSCR - Any other ratio and KPI as defined in the draft PPP tender document b) Business Planning and key assumptions General assumptions for the project which are provided by MPWH: - Timing and flag milestones - Debt and equity financing assumptions - Technical assumptions - CAPEX assumptions - Tax assumption - Macroeconomics (inflation, FX rate) - Opex and overhead assumptions (Optimization cost can be exercised) Weighted Average Cost of Capital (WACC) must be calculated.
