Tenders are invited for Independent Evaluation for The Public Finance Management Multi-Donor Trust Fund (PFM MDTF) The World Bank-managed Public Financial Management Multidonors Trust Fund (PFM MDTF) has supported the Government of Indonesia in implementing the Public Financial Management (PFM) Reform since 2007. Phase III of the MDTF PFM was launched in August 2020 and will finalize in December 2025. This Phase is structured around modernizing the management of public resources at both central and subnational government levels. It is focused on improving tax compliance for better revenue performance and enhancing expenditure management efficiency and effectiveness for a more robust performance orientation. At the subnational level; the program is helping improve public resource management by making the fiscal transfers more results-oriented and supporting public finance management as well as revenue collection. It also works towards strengthening the accountability of public finance management by enhancing the effectiveness of internal audit functions. The cross-cutting initiative of digital transformation of the Ministry of Finance and gender-responsive PFM supports these pillars. The World Bank will engage a consultancy firm to provide services for an independent evaluation of the PFM MDTF Phase III. An overall independent assessment of the performance of the Public Finance Management Multi Donors Trust Fund - Phase III will pay particular attention to the project's results against its overall objective and identify key lessons and recommendations to improve current and future actions.
