• A. BACKGROUND AND CONTEXTIndonesia is entering a pivotal period in its infrastructure and economic development journey. With the country targeting eight percent economic growth, the National Medium-Term Development Plan (RPJMN) 2025-2029 estimates that IDR 10,303 trillion will be needed to advance priority sectors such as energy, transport, digital connectivity, and urban development. Given the limits of public financing, the government has emphasized the essential role of private investment to bridge the gap and fast-track implementation, targeting IDR 3,091 trillion (USD 189 billion) - around 30% of total funding needs - from the private sector.Despite clear investment needs, historical private sector participation in infrastructure has been limited. Under the previous RPJMN (2020-2024), the government targeted IDR 2,707 trillion (USD 166 billion) in private infrastructure investment, yet only 28% of this was realized - reflecting persistent structural challenges in translating plans into bankable, investable projects. These challenges include complex and overlapping regulations between central and regional governments, lengthy permitting procedures, and limited inter-agency coordination, all of which could hinder efficient project delivery. Land acquisition remains a major bottleneck, with protracted negotiations, unclear ownership rights, and uneven implementation of the Land Acquisition Law often resulting in project delays. Institutional capacity constraints further limit effective project preparation, particularly in structuring public-private partnerships and applying risk-mitigation mechanisms.The International Finance Corporation (IFC) is working with an initial focus on three priority sectors: (i) clean water supply; (ii) upstream waste management (including collection, transportation, and recovery); and (iii) a third sector to be determined, anticipated to be either urban transportation or housing.
