Tenders are invited for Preparation of SCADA ADMS Roadmap. PLN-s vision is to have a modern DSO with the following characteristics: i) distribution and distributed energy resources equipment is controlled automatically, centralized in the distribution control center (DCC); ii) master SCADA is equipped with Advanced Distribution Management System (Distribution Management System +Outage Management System), Distributed Energy Resource Management System and Energy Management System features; iii) distribution equipment uses Intelligent Electronic Devices (IEDs); iv) telecommunication infrastructure is complete and supports Internet of Things; v) network parameter monitoring and Advanced Metering Infrastructure have been integrated with SCADA; vi) SCADA system has implemented cyber security measures. To plan for the next phase of its digital investments and smart grid initiatives, PLN is currently preparing a SCADA-ADMS roadmap and investment plan, with support from the Institute of Technology Sepuluh Nopember (ITS). PLN-s distribution SCADA/ADMS is focused on 20kV system . The roadmap will take stock of the current state of deployment and recommend an action plan for implementing ADMS and for expanding and integrating into SCADA switchgears (Load Break Switches (LBS), Reclosers ( RCL)), Faulted Circuit Indicators and Switching Centers installed at 20kV feeders. The roadmap to be prepared by ITS will include recommendations on the following components: · Implementation and/or new or integration of Master SCADA(s) (note that currently PLN works with about 4 different SCADA systems). · Implementation of a full scope ADMS, fully integrated to existing IT/OT Tools. · Deployment of SCADA / ADMS at about 20 Distribution Control Centers. · Deployment of required communication networks for allowing SCADA integration at HV/20KV substation and 20kV feeder level. · Upgrade of local SCADA systems deployed in HV/20kV Substations (RTU, Switches, local communication network, IEDs, communication front end, etc.). · Installation and integration to SCADA of switching gadgets at 20kV feeders.
