Description:
Request for proposals are invited for Provision of Consultancy Services for Analysis of the GCF Accredited Entities Portfolio in Alignment with GCF Programming Directions set by the Updated Strategic Plan 2020-2023 Consultancy firm/organisation to carry out the following main tasks: • Familiarization with the USP, GCF-1 programming goals, modelling of GCF-1 programming directions, and country programming priorities; • Comparison of country programming priorities outlined in nationally determined contributions (NDC), national adaptation plans (NAP) and other climate strategies, and through the GCF in GCF country programmes4 and GCF structured dialogues, against the scope of capacity in the existing portfolio of Accredited Entities; • Mapping of the coverage of the existing portfolio of the Accredited Entities against each of the parameters described above, and identify the strengths and capabilities in coverage; • Identification of gaps and weaknesses in coverage; • Mapping and analysis of the performance of the existing portfolio of AEs in programming with GCF against each of the parameters described above, and identify the strengths and capabilities in coverage, achievements and trends in challenges • Identification of gaps and weaknesses in programming coverage; and • Develop recommendations and guidance including optimization of the programming coverage by the existing Accredited Entities and prioritization strategies for accreditation in order to align GCF-s portfolio by the end of GCF-1 period with GCF programming directions and targets set by the USP. It is estimated that the project would require maximum input of 150 man-days in total. This work is to take place over a period of up to 3 calendar months (90 calendar days). Proposals must be submitted to the GCF at the earliest possible but no later than Sunday 16 January 2022 at 17:00 hrs. Korean time
