  • Qualitative Study on Village Governance in Indonesia 8. The proposal should elaborate how the study will be able to address the following questions: a. Supply side: How do village officials village heads, village apparatus, and BPD members make public spending decisions that affect public goods and service delivery? Specifically, how do they assess citizen preferences, which citizens views are taken into account, and to what extent do these assessments guide public spending decisions? Furthermore, how do formal institutions (e.g. village elections, village deliberation forums) and informal institutions (e.g. clientelistic relationships, clan structures, local gender norms) shape their assessments, priorities, and spending behavior? b. Demand side: How do citizens express their preferences and make claims on village government? How do they hold village officials accountable, both through formal accountability mechanisms as well as informal networks and processes of mediation connecting village officials and citizens? Is the mode of interaction between village officials and citizens shaped by the capacity of different groups of citizens across gender, class, ethnic, organizational, factional, and other lines to formulate and express their preferences and how do local norms and social structures shape these capacities? c. Variations: How do variations in local political economy, social norms, and informal institutions shape the conditions under which village officials and citizens interact? SCOPE OF WORK AND ACTIVITIES 9. Some districts have been selected for this study (see Annex 1). The study will include two one-month visits to 18 villages. The two field visits should ideally be timed to examine the dynamics of village elections and village deliberation forums. Though there will be some flexibility built into the project, it will be envisaged that the research will be conducted over one-month research trips, each with a specific goal in mind: a. General familiarization and consultative processes. Researchers will map village economy, government, elite and social networks, identifying a general history of the villages development performance, political history, and the major formal and informal groups and alignments affecting village politics. The field visit should be timed to allow researchers to observe village consultative processes (musyawarah desa) and, where present, similar processes at the sub-village level (musyawarah dusun). Researchers will pay careful attention to how the agenda of these meetings are set, who participates and how, and, where possible, off-stage evaluations of these processes by citizens. b. Village head election. Where possible, the study should incorporate a village election, allowing researchers to map patterns of elite and social political alignment, candidate backgrounds, the appeals they use to attract support, and the criteria that guide citizens in forming their assessments (performance, identity-based, social networks, clientelism etc.). Researchers will interview candidates and their supporters, shadow campaigns, and observe campaign events. Ideally, this research will take place after the research on consultative processes, also enabling researchers to evaluate the extent to which these processes guided subsequent village spending. EXPECTED OUTPUTS, BUDGET, AND TIMELINE 10. The principal investigators from the research institute will be working closely with the World Bank task team in developing the research instruments and training field researchers. The research institute will submit 18 reports from each village, and a summary report. 11. The assignment is expected to be completed within five months, starting in December 2021 until end of April 2022. Since the timeline is tight and non-negotiable, the research institute should also elaborate on the strategy for achieving the milestone in a timely manner.
