• Expression of Interest are invited for Shelf of Projects and Costs of NDC Actions for Indonesia. This assignment aims to support the Indonesian government to identify a list of climate projects that are essential to achieve climate targets identified for each climate action in the NDC, and further detailed the estimated financing needed for each climate project that meet the annual financing needs estimated in the NDC. The assessment results will help the government to estimate the financing needed over the years and prioritize budget allocation to mobilize resources effectively to achieve emission mitigation targets in the NDC that are aligned with low-carbon development targets in the RPJMN. The main objective of this assignment is to develop a shelf of projects and estimate the financing needed for each climate project to meet NDC goals. Specifically, the selected firm will be responsible for: a. Developing a list of projects that could support each of climate mitigation actions under the energy, agriculture, FOLU, waste, and IPPU sectors in the NDC. These lists of projects are expected to contribute to the achievement of climate targets that have been identified for mitigation climate actions in the NDC. For example, list of projects should be identified for use of renewable energy in electricity production to achieve the 19.6% of renewable share in electricity generation as targeted in the NDC. The firm is expected to take from Guideline of Identifying Mitigation Actions for Climate Change document and other necessary documents provided from the government. b. Estimating the financing needed for each of projects that have been identified to support NDC mitigation actions. A sub-sectoral level of financing needs should be produced, as well as cost estimation at the project level. This cost estimation should be aligned with the annual financing requirement identified in the NDC. The firm is expected to take from the NDC Mitigation Roadmap and other necessary documents provided from the government. c. Leading stakeholder consultations to validate findings on shelf of projects and financing cost estimation with line of ministries, including Coordinating Ministry of Maritime & Investment Affairs, Coordinating Ministry for Economic Affairs, Ministry of Environment and Forestry, Ministry of Finance, and Ministry of National Development Planning (Bappenas). Consultation will also include a wider stakeholder through semi-structured interviews as well as focus groups discussion with Ministry of Agriculture, Ministry of Energy and Mineral Resources, Ministry of Public Works and Public Housing, Ministry of Marine Affairs and Fisheries, and Ministry of Transportation.
