  • Expression of Interest are invited for Study on Barriers Amongst Selected Vulnerable and Marginalised Groups in Accessing Civil and Population Registration Services. The World Bank in Jakarta is seeking a qualified firm to help identify specific barriers experienced by vulnerable and marginalized groups in accessing civil and population registration services in Indonesia and to suggest specific policy and operational measures to promote access and mitigate potential risks of exclusion. The existing data and evidence suggest that a small share of Indonesian population does not have a Population Registration Number (NIK) and other legal identity documents such as Residential Identity Card/Kartu Tanda Penduduk (KTP-el), Family Cards/Kartu Keluarga (KK), and birth and marriage certificates, which are often required to access any basic public services. This study aims to further understand systematic barriers and contextual challenges related to civil and population registration services amongst several selected vulnerable and marginalized groups, for which evidence is lacking on either what specific barriers that these groups are subject to or what specific actions that governments at both central and local levels can take to ensure their inclusion sustainably. Additionally, the study will begin to explore the unique barriers these priority groups may face as Indonesia begins to introduce digital identity for online transactions. Findings from this study are expected to provide analytical underpinnings and inform policy dialogue as well as the design of the forthcoming ID for Inclusive Service Delivery and Digital Transformation in Indonesia Project (P175218) to be financed by the World Bank and implemented by the Ministry of Home Affairs (MoHA). Relevant findings are also expected to inform the development of relevant affirmative measures that are responsive to the needs of these priority groups and at the same time, mitigate potential risks of aggravating existing inequities due to systematic barriers these groups have been experiencing. . ELIGIBILITY Eligibility restrictions apply: a)The consultants team must include qualified experts, with a demonstrated track record in working with vulnerable and marginalized groups in Indonesia. Overall experience of firm should be more than 3+ years. Experience in population and civil registration is required. b)The firm should have a successful track record of implementing mixed method research in Indonesia during the last 3 years. The firm should have adequate interviewing field-force, including number of staff, recruitment and training methods, and mechanisms to ensure high quality of fieldwork. It should also have quality control procedures to ensure high quality data. c)The firm has expertise and experience with SurveyCTO, CSPro, ODK or similar computer or/and mobile based data collection platforms as well as qualitative research tools for focus group discussions and key informant interviews. References and examples of past work are required and should be included in the proposal. d)The firm has adequate capacity in terms of Human Resources, servers and equipment to handle data. It should also have highly qualified research staff designated to work on the project e)The firm has a strong project management ability and excellent communication skills and has experience of completing multiple large-scale projects per the agreed scope, timeline, and cost.
