• Expression of Interest are invited for Support to Enhance Implementation of TB Innovative Financing. · Issue Date and Time: Sep 26,2023 09:29 · Closing Date and Time: Oct 04,2023 23:59 The Ministry of Health of Indonesia and the National Health Insurance (Bpjs-K); With Support from the World Bank and Usaid Team; Committed to Implement Tb Strategic Health Purchasing Interventions in Six Pilot Cities (Medan; North Jakarta; Bogor; Semarang; Surabaya; Denpasar). The Intervention; Also Known as Innovative Financing for Tb Program; Develop and Establish Incentives Model that Respond to the Weaknesses in the Existing Arrangements that Help Focus on Strengthening the Roles of Primary Care Providers. The Intervention Period Started in July 2023; With the Capture Period of New Non Complicated Tb Cases until End of October 2023 and Follow up until the End of Treatment period.in the Implementation; There is a Disconnect between the Centrally Produced Tb Program Policy; Standards; And Protocols at the Subnational and Health Facility Levels; Affecting Continuity and Quality of Care Both at Public and Private Providers. The Tb Laboratory Network is Underperforming—Sputum Smears are not Well Done; The New Rapid Diagnostic Tests (Genexpert Mtb/Rif) are being Rolled out only in Selected Health Facilities and Rarely in Private Facilities; And Options for the Sputum Transport Services are Limited with Postal Service or Health Facilities- Internal Courier. In Addition; Challenges Remain for Private Providers to Access and Use Tb Information System (Sitb) and to Access Tb Drugs Procured and Distributed by the Governments. Adequate and Competent Human Resources are Limited at District Level to Guide; Supervise; And Advocate for Tb Program Implementation in Public and Private Sectors; Which is a Critical Constraint for the Ambitious Scale-up of Case Finding Planned as the Result of the Innovative Financing for Tb. While There are Global Fund Field Executives for Tb Public Private Mix (Fe Ppm) in each District; They are Mainly Focused on the Existing Tasks including Engagement for Private hospitals.as Part of Implementation of the Pforr that Supports the Tb Response Program; The World Bank with the Support from Bmgf is Planning to Provide Additional Human Resources in in One or Two Pilot Districts to Further Support Dho-S Works and to Facilitate Private Primary Health Services Engagement Throughout the Implementation of Tb Innovative Financing. The Assignment would Involve Designing the Workflow; Conducting Hiring; Deployment or Alternatively Re-Deployment; Skills and Knowledge Management; And Monitoring Evaluation for the Additional Human Resources to Work with the Dhos and Existing Ppm Staffs during the Remaining Pilot Period.
