Over the past 20 years, the electrification ratio has increased from 52% to over 99%. Indonesia has set a national target to achieve 23% of renewable energy (RE) use by 2025 and 31% by 2050 and has indicated its readiness to aim at net zero by 2060. RE in Indonesia is dominantly used for electricity and its share of the total installed power capacity has grown to 14.4% in 2021. Even though reaching 23% by 2025 has become unrealistic, the government is concentrating action toward deploying as much RE as possible over the next 2.5 years before a change in government and President in 2024. Due to the lag in RE adoption, Indonesia energy and electricity production and consumption continues to rely heavily on fossil fuels. In 2020, more than 60% of power generation came from coal-fired power plants1 and coal dominates Indonesia-s total energy balance before gas and oil. The heavy reliance on fossil fuels is also based on the continuation of significant subsidies for oil, gas, coal, and electricity. About $3.9 billion was allocated for oil and gas subsidies and $3.7 billion for electricity in 2021. Coal subsidies are based on foregone tax revenue from a domestic market obligation capping the price at $70 per ton. Fossil fuel subsidies hamper Indonesia- s efforts towards reducing greenhouse gas emissions and promoting efficient energy use and make RE less competitive.
