BACKGROUND The Asian Development Bank (ADB) will recruit and engage a firm for the implementation of the knowledge and support technical assistance (TA) 9558 for the government of Indonesia entitled Impact of Adolescent Nutrition Support on Development Outcomes. The recruitment process will follow ADB-s Procurement Policy (2017, as amended from time to time), and its associated project administration instructions and/or staff instructions. Following the ADB-s Emergency Procurement Guidance on Responding to COVID 19, single-source selection method with biodata technical proposal may be used for the engagement of the consulting firm. II. DESCRIPTION OF ASSIGNMENT A. Scope of Work A growing number of young people in Indonesia are experiencing the double burden of malnutrition (DBM) or the coexistence of undernutrition, including stunting and micronutrient deficiency, and overnutrition, including obesity, in the same population and individuals. The youth, aged 10 to 24 years old, make up 28% (or 65 million) of Indonesia-s total population. They are the foundation upon which the country-s long-term economic development rests, yet DBM may hamper their potential growth. The government of Indonesia has recognized nutrition as a development priority. The coordinated efforts to address the stunting problem in Indonesia started when the Presidential Regulation on mainstreaming nutrition improvement was launched in 2013 and appointed Coordinating Minister for Social Affairs as coordinator of the efforts. The multisectoral and multilayer coordinated efforts were strengthened in 2017 by elevating the coordination leadership to the Vice President, followed by launching the National Strategy to accelerate stunting prevention. The results of this multisectoral effort to reduce stunting appear to show some progress. In 2018, based on Riskesdas (Riset Kesehatan Dasar/Basic Health Survey), the stunting rate among under 5 years old decreased to 30.9%, a significant drop from 37.2% in 2013. This trend continued in 2019, when stunting rate among under 5 years old children declined further to 27.7% based on 2019 National Nutritional Survey (SSGI). Despite these significant achievements, micronutrient deficiency among female adolescents remains a serious challenge for Indonesia. As shown by the latest Riskesdas data, among pregnant females who suffer from anemia, almost 85% are those aged 15-24 years old. This seems not too surprising given that only 17% of female adolescents have access to IFA (iron and folic acid) pills. The majority of those who had access to the pill received it from school. Experts suggest that only a fraction of those who received IFA pills consume the pills. Against this background, ADB has approved TA 9558-INO: Impact of Adolescent Nutrition Support on Development Outcomes. The TA will be carried out to achieve the following outputs: (i) assessment of the double burden of malnutrition among adolescents undertaken nationally and in selected cities; (ii) pilot testing of a set of identified nutrition interventions in appropriate settings; (iii) impact evaluation of the performed pilot nutrition interventions undertaken, and findings disseminated; and (iv) capacity on analysis and methodology for health researchers in local universities strengthened.
